It's a mess for sure, but it can't be THAT complicated. It is a MOG, after all. I would say the best bet would be to tear out that kludge of wires and start fresh.

What do you think it would cost to restore it, not necessarily to perfect showroom condition but to like Sahara or Amazon rainforest duty ready?

I honestly have no idea. The electrical system only has 12 fuses and the wiring diagram looks minimally complicated. When it comes to rust repair, I am way out of comfort zone. As far as the expedition body on the back, it depends on what you want in it. The sky's the limit , there.
